This is the standard for determining whether or not you should use figures 4c-3 or 4c-4. You need to check the 85th percentile speed on the main road and see if it exceeds 40mph. If it does, then you should use figure 4C-4 instead of 4C-3.
A flashing red light means stop. This is the only warrant that should be used for a traffic control signal. Traffic control signals are usually used to warn drivers about dangerous conditions ahead.
